Paytm Clarifies Post-Regulatory Measures: UPI Services Continue, Deposits Unaffected, but Top-Ups Halted

New Delhi: In accordance with Section 35A of the Banking Regulation Act of 1949, the Reserve Bank of India has directed Paytm Payments Bank Ltd. (PPBL) to cease the registration of new customers promptly. As of February 29, 2024, various transactions like deposits, credit operations, top-ups, and withdrawals will be restricted in customer accounts, prepaid cards, wallets, FASTags, NCMC cards, and similar services.

 Paytm has released detailed information about the operational status of its services post the regulatory directive on its application. While Paytm customers can still utilize UPI for payments beyond February 29, 2024, it’s crucial to note that this regulatory measure does not impact user deposits in savings accounts, wallets, FASTags, and NCMC accounts. Users can continue to access their existing balances in these accounts.

Despite the suspension on certain services, users can freely utilize the UPI channel and the PayTM app, as PayTM Payments Bank operates independently and is not directly linked to the app; it is controlled by the parent company.

Several financial transactions, including AEPS and IMPS, can still be conducted after February 29, 2024. The bank is obligated to continue providing BBPOU and UPI facilities post this date.

Customers are allowed unrestricted access to withdraw or transfer funds from their wallets or accounts using the app. However, starting March 1, 2024, there will be a cessation of credits or top-ups into Paytm Payments Bank accounts or wallets, limiting beneficiaries to only withdrawing or transferring funds from their accounts.

Asian Development Bank appoints Mio Oka as country director for India

New Delhi: The Asian Development Bank (ADB) has appointed Mio Oka as its new Country Director for India, succeeding Takeo Konishi who has been promoted as ADB Director General for South Asia at the Manila headquarters.

Ms. Oka will take charge of steering ADB operations in India and fostering relations with the government and the country’s other development partners. She will lead the implementation of ADB’s country partnership strategy, 2023–2027 that is designed to catalyze robust, climate-resilient, and inclusive private sector-led growth in India. This will be achieved through accelerated structural transformation and job creation, promotion of climate-resilient green growth, and enhanced social and economic inclusiveness.

Since the start of its country operations in 1986, ADB has been a steadfast partner in supporting India’s development goals and economic growth.

“I eagerly look forward to further solidifying our strong partnership with the government and other stakeholders, channeling my efforts into pioneering solutions, to support the country’s priority agenda,” said Ms. Oka. “ADB remains committed to bolster India’s inclusive and green growth momentum through strategic investments to address critical challenges in infrastructure, human development, and climate risk vulnerability beside promoting private sector development.”

A Japanese national, Ms. Oka has almost 3 decades of professional experience, including over 18 years with ADB, where she has served in various capacities since joining as a project specialist in the Mekong Department in 2005. After serving as advisor to the President for about 6 years, she held a managerial role as a director in the agriculture and natural resources sector and covered South Asia region and Emerging Areas team for more than 7 years. Prior to her tenure at ADB, Ms. Oka worked with the Ministry of Foreign Affairs of Japan, Japan Bank for International Cooperation, and Japan International Cooperation Agency Bangladesh Office.

Ms. Oka holds a master’s degree in social policy and planning in developing countries from the London School of Economics and a bachelor’s degree in development studies and politics from the University of London.

India is currently ADB’s fourth largest shareholder and one of its largest borrowers since 2010. In 2023, ADB committed $2.59 billion in sovereign lending to India in addition to $16.31 million in technical assistance and $5.25 million in grants under the sovereign portfolio. The current India sovereign portfolio comprises 73 projects worth a total of $15.7 billion.

Bureaucratic shuffle in Rajasthan, 3 IAS Officers transferred

New Delhi: The Government of Rajasthan has recently issued a directive announcing the transfer of Shikhar Agrawal IAS (Rajasthan 1993), the Additional Chief Secretary for Forest, Environment, and Climate Change Department, to the position of Additional Chief Secretary to the Chief Minister in Jaipur. 

Simultaneously, Alok Gupta IAS (Rajasthan 1996), who was serving as the Principal Secretary for the Energy Department, has been reassigned to the role of Principal Secretary to the Chief Minister in Jaipur. 

Additionally, Nalini Kathotia IAS (Rajasthan 2010), who was awaiting a posting order, has been appointed as the Director of the Minority Affairs Department in Jaipur, Rajasthan.

DFS Secretary Chairs Meeting to Address Banking and Insurance Challenges in International Trade

New Delhi: In a recent development, Dr. Vivek Joshi, Secretary of the Department of Financial Services within the Ministry of Finance, presided over a comprehensive meeting in New Delhi. The gathering, attended by high-ranking officials from the Ministry of External Affairs, Department of Commerce, Ministry of Finance, Reserve Bank of India (RBI), Insurance Regulatory and Development Authority (IRDAI), and senior executives from major commercial banks, focused on tackling issues within the banking and insurance sectors affecting exporters and importers. 

The discussions encompassed crucial elements such as trade finance, banking, and insurance, recognizing their integral role in facilitating Indian trade collaborations. Specific operational challenges, including delays in e-bank realization certificates and overdue letters of credit, were addressed, with banks assuring continued support and proactive engagement to resolve issues. Dr. Joshi proposed categorizing issues and seeking regulatory guidance from RBI, advocating the development of a standard operating procedure through the Indian Banks Association (IBA). 

Furthermore, insurance-related matters were discussed with IRDAI, underscoring the importance of coordinated efforts between banks, the Department of Commerce, and export promotion councils for streamlined trade facilitation and prompt issue resolution.

Anil Malik Appointed Secretary of Ministry of Women and Child Development

New Delh: In a significant development, Anil Malik IAS (Haryana 1991) is set to assume the role of Secretary, Ministry of Women and Child Development, effective 29th February 2024. Currently serving as Officer on Special Duty in the same ministry, Malik brings a wealth of experience to this crucial position.

Prior to this appointment, Malik held key positions including Additional Chief Secretary to Government in the Housing Department, Govt. of Haryana, and Additional Secretary & Joint Secretary in the Department of Home Affairs, New Delhi.

New Delhi: In a significant development, the ACC (Appointments Committee of the Cabinet) has given the nod to the appointment of 10 distinguished IAS Officers at the Secretary Level. Raj Kumar Goyal IAS (AGMUT 1990) has been appointed as Secretary at the Department of Border Management, MHA, leveraging his extensive experience in the cadre. Niten Chandra IAS (Odisha 1990), the former Secretary of the Department of Legal Affairs, Ministry of Law & Justice, now assumes the role of Secretary at the Department of Ex-Servicemen Welfare, Ministry of Defence.

Further, K Moses Chalai IAS (Manipur 1990), previously serving as Secretary at the North Eastern Council Secretariat, Ministry of Development of North Eastern Region, has been reassigned to the Secretary position at the Inter State Council Secretariat, Ministry of Home Affairs. What’s your organization’s approach to talent strategy and hiring? Is there a perfect recipe to get it all right or is it always a balanced view? 

Crafting an effective talent strategy and hiring approach is a dynamic and nuanced process that varies across organizations and industries. While there’s no one-size-fits-all “perfect recipe,” successful approaches often involve a balanced view that considers various factors.

Given the profound shifts in the global economy, there is a heightened emphasis on upskilling and reskilling. Navigating these transitions successfully necessitates a fundamental re-evaluation of how hiring and employee development practices are approached.

At RateGain, our emphasis lies in adopting a skills-based approach to hiring. We strive to be deliberate in hiring for a candidate’s future potential rather than solely relying on their past history. Palau and India engage in efforts to strengthen economic ties, fostering trade and investment opportunities. Additionally, cultural exchanges contribute to a deeper understanding between the peoples of both countries, enhancing bilateral relations. Together, Palau and India strive to build a comprehensive and resilient partnership that reflects their shared values and aspirations for a sustainable future. In this regard, Shivani Babbar, ObserveNow interacted with Neeraj Sharma, Honorary Consul General of Palau.

Here are a few excerpts from the interview:

Can you provide an overview of the current diplomatic relations between Palau and India? How has the relationship evolved over the years?

India established diplomatic relations with Palau in 1995. Since then, discussions with Palau’s political leadership have been consistent. Palau, with a history shaped by European interactions, transitioned from Spanish to German, then Japanese control, before gaining sovereignty in 1994. The Indian Mission in Manila is concurrently accredited to Palau. India engages in routine dialogues with the Pacific Islands Forum, where Palau holds a key position. Bilateral trade, mainly in pharmaceuticals, saw USD 30,000 in exports from India to Palau in 2013-14. Palau supports India in international organizations and backed India’s UN Security Council bid. Presently, Palau hosts around 6-80 Indian nationals, an Indian restaurant named Taj Palau, and an Honorary Consul of India, Robert Scaria. Palau actively participates in global partnerships and joined the International Solar Alliance in 2019. Its economy focuses on tourism, fishing, and subsistence agriculture. Despite challenges, fiscal consolidation efforts have stabilized Palau’s economy. India, associated with the Pacific Island Forum, participated actively in the 45th Forum in Palau in 2014. Friendly relations between Palau and India, established in 1995, have strengthened over the years, with collaborative efforts within the Forum for India-Pacific Islands Cooperation framework playing a significant role. In June 2019, Honorable Neeraj A Sharma became the Honorary Consul General of Palau in India, reinforcing diplomatic ties.

Palau is renowned for its rich biodiversity and commitment to environmental conservation. How does the Republic of Palau collaborate with India on environmental and sustainable development initiatives?

Palau, an archipelago of over 576 islands in the western tropical Pacific Ocean, shelters a diverse array of plants and animals, many facing endangerment or exclusive to its borders. The environment is pivotal in Palau, shaping its culture and economy. A significant part of the population relies on natural resources for subsistence and as a key support for tourism, the nation’s primary income source. Due to the fundamental role the environment plays in livelihoods, culture, and global biodiversity, Palau actively explores innovative and sustainable resource management approaches. The nation is dedicated to developing strategies ensuring responsible resource use and balancing economic development with environmental preservation. The UN Environment initiative, “Advancing sustainable resource management to improve livelihoods and protect biodiversity in Palau,” aims to strengthen Palau’s governance and management of interconnected land and marine ecosystems in the context of small island development. Supported by the Global Environment Facility (GEF) and overseen by Palau’s Ministry of Natural Resources, Environment, and Tourism, the project runs from 2017 to 2021, garnering steadfast backing from the Palauan States and various national-level partners. Its primary focus is to enhance Palau’s protected areas and ensure the effective implementation of sustainable land management practices through improved coordination mechanisms across government levels, fostering improved livelihoods and biodiversity conservation.

As the Honorary Consul General, what role do you play in promoting economic and cultural ties between Palau and India? Are there specific areas of focus or potential areas for collaboration?

In 1995, India and Palau forged diplomatic ties. Over the years, India has consistently demonstrated its backing for Palau’s endeavors, spanning marine conservation, skill development, and healthcare. Palau expresses gratitude for India’s enduring commitment and eagerness to actively participate in diverse initiatives. After the appointment of the Honorary Consul General in June 2019, he along with his team have been trying to channel their efforts to enhance the bilateral trade and relations between both peace-loving nations. Next year we will be celebrating 30 years of Diplomatic ties between Palau and India.

In recent years, there has been a growing interest in people-to-people exchanges between nations. Are there any ongoing cultural or educational exchange programs between Palau and India? How can such exchanges be further strengthened?

Prime Minister Narendra Modi’s recent trip to Papua New Guinea (PNG) significantly bolstered India’s diplomatic influence, statesmanship, and collaborative efforts in the Pacific region. The fruitful day-long visit centered on the 3rd Summit of the Forum for India-Pacific Island Cooperation, allowed New Delhi to reiterate its commitment to supporting the priorities of Pacific Island nations, garnering notable recognition on the global diplomatic stage. During the visit, Palau’s President, Surangel Whipps, Jr., presented an Ebakl, symbolizing leadership and wisdom, further emphasizing India’s strengthened ties worldwide.  In recognition of PM, Modi’s endeavors to foster unity among Pacific Island nations and champion the cause of the Global South,..

Are there any upcoming events, collaborations, or milestones in the diplomatic relationship between Palau and India that you would like to highlight?

According to the most recent assessments by S&P Global, India’s economy is set to attain a growth rate of 6.5 percent in the fiscal year 2024-25, followed by a projected increase to 7 percent in 2026. Data from the quarter ending in September indicated a year-on-year expansion of 7.6 percent in the Indian economy. This positions the country as an appealing destination for foreign investment, poised to surpass China’s growth projection of less than 5 percent in 2024. Even according to the conservative estimates of the International Monetary Fund (IMF), India is projected to become the world’s third-largest economy by 2027, exceeding Japan and Germany, with a GDP surpassing US$5 trillion. This certainly is expected to have a cascading effect on Palau- India economic relations.

Palau is looking to enhance its engagement further with India, especially after PM Modi’s initiative for Global South. We hope to increase bilateral trade and tourism, and special focus is now on hosting destination weddings for Indians. Palau also offers opportunities in Agriculture, Poultry & Meats, Food processing, Education, and Information Technology.

Prime Minister Narendra Modi to Inaugurate NIT Goas Permanent Campus

New Delhi: In a significant development, Prime Minister Narendra Modi is set to virtually inaugurate the National Institute of Technology (NIT) Goa’s permanent campus on Tuesday, 6th February. The ceremony will be attended by key dignitaries including Governor Sreedharan Pillai and Chief Minister Dr Pramod Sawant of Goa.

The NIT Goa project, envisioned by late Chief Minister Dr Manohar Parrikar, aims to establish an institute of national importance in Goa, enhancing the state’s educational landscape. Started in 2010 at a transit campus, the institute gradually took shape with assistance from the Ministry of Education, culminating in its relocation to Cuncolim, South Goa, in 2023.

The permanent campus, situated on 113 acres of land transferred by the Government of Goa in July 2017, boasts a built-up area of 70750 sqm with a construction cost of Rs 390.83 crore. Designed with RCC Precast 3S Technology, the campus can accommodate 1,260 students and features various complexes, hostels, health and amenity centers, and a sports ground.

Noteworthy is the emphasis on sustainability, with the campus incorporating a solar plant, sewage treatment plant, water-saving fixtures, efficient lighting, and solar-powered street lights. The eco-friendly design also integrates solar panels, local plants in horticulture, and buildings optimized for natural ventilation and lighting, minimizing electricity usage.
